Absolutely….i can see some Jerry built dwellings as well however yes fast tracking those builds is a start

Not in whanganui people put free standing one at front of their house but council says NO not allowed one in front of the house must be on side or the back up for $750 fine . Petty minded council

I can see people putting these things up, or even a large tent and then just renting them out to anyone for extra cash.

Hell, just thought, this could be a sign that councils/gov are going to start selling off pensioner flats owned by councils across NZ. I know in New Plymouth they have warned pensioners that they don't have any money left to now do any more upgrades or reno work, sounds like an early warning that they may soon do a big sell off.

I don't see any need to let the council know what you're doing.
I believe that in the UK, if you build something without consents and don't deliberately try to hide it then after five years it becomes legal as long as nobody's complained.

He claimed to have building experience in constructing similar structures in his Samoan village before coming to New Zealand. Falé said another reason he needed the structure was to provide shelter for his baby animals – like pigs and kittens – which are “so small people can’t see them”. (Don't you need a licencee or permit for pigs in the city?)
One neighbour believed Falé, who lived alone on that property, needed help with his mental health.(Ya Think)

“The structure is on a property managed by Kāinga Ora and the council is collaborating closely with them to resolve the issue promptly and safely.” (So that shows they aren't doing regular inspections)

This looks like a good start on three fronts -
1 making affordable housing,
2 Making aged care issues easier to deal with within the family and
3 Restoring property rights to the owner, not some diminished or petty council official in the pocket of some minority ideologies.

Sadly, there are always those who feel more entitled or special than the rest and take liberties out of selfishness or greed. That will apply here too.

That is as possibility with any existing structure. But yes, power-mad, deranged, woke idiots in councils will do anything and everything to stamp their tiny meaningless little feet at every opportunity. More so if they begin to feel irrelevant or disempowered. To Wit - the TPM...

This was where the goal post moved in 2020

From 31 August 2020, additional building consent exemptions have been added to the Building Act. Building consents are no longer be needed for a number of new or expanded types of low-risk building work, like sleep-outs, sheds, carports, outdoor fireplaces and ground-mounted solar panels.
The new exemptions will save building owners time and money, by not having to go to their local council for consent for common building projects. This reduction in building consents will also allow Councils to focus on building work that is higher-risk, helping to boost productivity.
This package of new exemptions adds to the work that can already be done without a building consent, outlined in Schedule 1 of the Building Act. Some of the new exempt building work can be done without the help of a professional, while others require the involvement of a Chartered Professional Engineer or Licensed Building Practitioner.

So the council does not need to clip the ticket, but you will still need involvement of a Chartered Professional Engineer or Licensed Building Practitioner for something as complex as a granny flat.

More detail of Aug 2020 rules

Kitchen and bathroom facilities are not included in the exemption. Any plumbing work to a new or current building still requires a building consent, and any electrical work will still have to be carried out by a registered electrician.
Options include:

  • Kitset or prefab buildings with a maximum floor area of 30 square metres where a manufacturer or supplier has had the design carried out or reviewed by a Chartered Professional Engineer.
  • Buildings with a maximum floor area of 30 square metres where a Licensed Building Practitioner is to carry out or supervise design and construction
  • Buildings with a maximum floor area of 30 square metres can be built by a non-professional, where only lightweight materials with structural components built in accordance to Building Code compliance B1/AS1 are used.
