Leo Dorfman, Minneapolis attorney who has headed the study committee, said the code would replace existing laws dealing with all commercial transactions. "THIS IS part of a program to develop a uniform code throughout the nation," he said.

Already 29 states and the District of Columbia have approved the code. The proposed legislation will update existing law, add new provisions to present state law and incorporate many judicial interpretations of laws affecting commerce, Dorfman 'said. The code has been generally accepted by members of the business and financial community, he added. THE CHANGES will affect every consumer, Dorfman said. "Financing procedures on real estate and cars, to mention two areas, will change, but the general public probably won't be aware of improvements." 'The State Bar Association's study committee has been working on the proposal for five years.

Jailer Errs, Releases Man Police Wanted Leon Barnes received an unexpected gratuity Monday. He was let out of jail. But it was a mistake and police now want him back. A Hennepin County jailer mistakenly released Barnes, 22, who was being held for arraingment on a federal charge of armed robbery. Barnes, 700 Bryant Av.

was freed after an appearance in Hennepin County Court when a charge of receiving stolen property was dismissed against him for lack of evidence. When he returned to the jail, Jailer Rolland Wald failed to notice the federal hold order on Barnes' booking sheet and let him go. The sheriff's officer later received an anonymous phone call that Barnes was arranging for money to hire an attorney and would surrender in two days, ing to Inspector Eugene Arnold. Arnold said the jailer was "suspended indefinitely until we study the action more thoroughly." He called the action carelessness. Chief Jailer Robert McLane called it "one of those things when you handle hundreds of booking sheets.

The jailer was unaware of the federal hold order." One side of a booking sheet lists a description of the case against the prisoner while the other side includes a hold section and a release section. Paul Laboratory tests show that two trees in St. Paul have Dutch elm disease, Dr. Donald M. Coe, director of the State Division of Plant Industry, said Monday. Coe said the trees were found at the intersection of Pascal and Albany where two of the seven diseased trees in St.

Paul last year were situated. The trees will have to be cut down, Coe said. It also was determined yesterday that a tree in Monticello, is afflicted with the disease. Last year 30 eased trees were found in Monticello.
