What is considered low income in Ohio?
Upon choosing a specific housing unit, the Ohio section 8 (Housing Choice Voucher) program pays a housing subsidy directly to the landlord. The benefiting family then proceeds to pay the difference between the actual rent and the subsidy.

According to the most recent report issued in January 2023, the poverty threshold for a family of four is $29,960. For an individual, the poverty threshold is $14,891. The US Department of Health and Human Services (HHS) issues its poverty guidelines based on the Census Bureau's poverty thresholds.
Generally, to be eligible for Section 8 housing in Ohio, an applicant must have an annual household income that is below 50% of the area median income (AMI) for the county or metropolitan area in which they reside. However, this threshold may vary depending on factors such as household size and composition.
Applicants' income must be at 80 percent or below area median income, which HUD sets annually. At least one person in the household must be a U.S. citizen or have eligible immigration status. PHAs may also consider rental payment and utility payment history and check references.
Assistance programs aid with free food, housing costs, rent, energy bills, mortgages, and free health care. The Ohio agency known as The Request for Ohio Works first, manages our nation's primary food assistance program. 614-466-6282 for more information on the program.
Subtracting from the annual Gross Non-Excluded Income the Mandatory Deductions listed below to get the Annual Adjusted Income. 4. Dividing by 12 to get the Adjusted Monthly Income. (Total Tenant Payment is generally 30% of the Adjusted Monthly Income.)
Section 8 was a category of discharge from the United States military, used for a service member judged mentally unfit for service. Section 8 was also often given to cross-dressers, gay, lesbian, bisexual and transgender people.
We say that a housing unit is “affordable at 80% of AMI” if a household whose income is at or below 80% of AMI can live there without spending more than 30% of their income on housing costs. What this means in practice differs for rental and ownership units.
What income puts you at the poverty line?
Household size (individuals) | 2022 income numbers | 2024 income numbers |
---|---|---|
1 | $13,590 | $15,060 |
2 | $18,310 | $20,440 |
3 | $23,030 | $25,820 |
4 | $27,750 | $31,200 |
Lower class: This is defined as the bottom 20% of earners. Those in the lower class have an income at or below $28,007. Lower middle class: This is defined as individuals in the 20th to 40th percentile of household income. Earnings among this group are between $28,008 and $55,000.
The Poverty Threshold in 2023
Under their guidelines, a family of four is considered impoverished if they earn $30,000 or less per year. That number is slightly higher in Alaska and Hawaii, which tend to have higher living expenses.
What is the Housing Choice Voucher Program? The Housing Choice Voucher program provides housing assistance for very low-income families, the elderly and the disabled, allowing them to live in safe, quality affordable housing in the private market.
Landlords are still permitted to have criteria that a tenant must meet to rent the property. Those measurements range from credit and eviction history to stable employment and sufficient income. If a tenant has a voucher, but doesn't meet the other qualifications, a landlord can still refuse to rent the property.
If you or someone you know needs emergency rental assistance: Call 2-1-1 or visit www.211.org. 2-1-1 will connect you to a local call center that can share information about local programs that might be able to help.
"You collect rent, we handle the rest"
The subsidy is paid directly to the Landlord by the CMHA on behalf of the participant, who then pays the difference between the actual rent charged by the Owner and the amount subsidized by the program.
For questions about HUD rental programs, including Housing Choice (Section 8) Vouchers, call our Public and Indian Housing Information and Resource Center toll-free at (800) 955-2232 or contact us via email.
CMHA determines your eligibility based on:
Head or Co-Head of Household is currently employed full-time (avg. at least 30 hours/week), and has been continuously employed for at least 12 months. Elderly and Disabled families, regardless of employment status, qualify for this First Preference.
Annual Salary | Hourly Wage | |
---|---|---|
Top Earners | $90,316 | $43 |
75th Percentile | $49,000 | $24 |
Average | $39,104 | $19 |
25th Percentile | $26,600 | $13 |
Can I get money for being a single mom?
Yes, a single mother can get assistance from the government to support her children. You have to go to your local welfare or social services office and apply.
There are savings on health insurance through the Affordable Care Act. There's access to affordable housing through rental assistance programs. There's access to low- and no-cost early childhood education through Head Start. There is food assistance through the Supplemental Nutrition Assistance Program (SNAP).
Subtract the deductions from total income and divide by 12
Subtracting your deductions from your total annual income gives you your annual adjusted gross income. Dividing this number by 12 will result in your monthly AGI. It's important to note that for most people, this calculated monthly AGI is just an estimate.
Adjusted gross income, also known as (AGI), is defined as total income minus deductions, or "adjustments" to income that you are eligible to take. Gross income includes wages, dividends, capital gains, business and retirement income as well as all other forms income.
To determine the amount of resident rent: Calculate the following values: 30 percent of Monthly Adjusted Income (divide the Adjusted Annual Income by 12 and multiply by 0.3) 10 percent of Monthly Gross Income (divide the Total Annual Income by 12 and multiply by 0.1)
